Oh, how diabolical! They're after extra money from you, late fees, reconnection fees, and etc. I didn't get a water bill for ~6 months once, so I didn't pay anything. Then I got a water bill for $1200 and had 30 days to pay it or they'd shut off my water. This was more than a decade ago, back when a $200/mth water bill was absurd. It took threats of violence to resolve that issue with the Hebo Joint Sanitary Water District, and fortunately I was not alone but had ~10% of the town on my side. Unfortunately we didn't have to prosecute the violent revolution we threatened, and didn't form a breakaway republic, so the execrable, cheating, lying institutions that tried to impoverish us remain in power to this day.

Why am I not surprised?! Here we've had problems with a power company sending out hugely inflated bills - by mistake, apparently. There were several reports of old people going into a panic as they couldn't understand what happened and, obviously, did not have the money to settle such bills.
