Some people wanted to be cops when they were little, but ended up hanging out with the wrong crowd and not going to college so they pretend to be cool and pretend to be police, but they take it to an unhealthy place. Others are just criminally minded and are out to do no good, either way it is a bad deal for the people who run across them. We don't really need an explanation as to why they break the law. It is pretty simple to understand really. The law was broken and now they must pay the consequences. Hopefully they will take this as learning opportunity and change their ways, start living a crime free lifestyle. Hopefully.
