This is what happens when you get caught stealing and looting.
Currently right now there is no jails and individuals who are caught stealing and looting are severely punished by being tied up in this fashion.
Quite a few of these individuals are also beaten by the local neighborhood.
In fact it is an epic punishment for somebody who steals and robs from others in the midst of this massive catastrophe.
