It's definitely not pretty but there's no way you can even incarcerate somebody in the local jail.
Because these individuals have to be held accountable for their actions, this is Ben the most effective punishment ever.
Corporal punishment and beatings as well as exposure to the elements and complete and thorough humiliation throughout the entire community.
I don't have any sympathy for this individual. In fact I'm sure that he was probably beaten pretty hard.
That's the price you pay for getting caught stealing from your own. And in fact he is lucky not to have been executed. Because ceiling from others right now could possibly result in their deaths. If this looter was not caught and held accountable, but it would have only escalated in further crimes.
