Whilst I can't comment on the veracity of all of this it does seem to be a story what won't go away, and, when Snopes are using damage limitation by exaggerating and framing the story thusy:

Please check more about the war crimes committed by the United States during Clinton presidency. Google and Wikipedia for

• Grdelica train bombing
• Downtown Aleksinac bombing
• Varvarin Bridge bombing.
• Albanian refugee column in Djakovica bombing. (The intervention was undertaken in order to protect Albanians from the alleged Serbian oppression).
• Serbia has always been an ally of the United States, including both World Wars.
• Serbia did not possess any Weapons of Mass Destructions, nor even the means to produce them. It was a tiny and depressed country that could be easily taken over by intelligence and counterintelligence efforts (which was done a year after the Kosovo War without a single shot).
• Air raid against Military Medical Academy - a hospital in Belgrade. I SAW A MISSILE FALLING ON IT WITH MY OWN EYES from the flat window, luckily an AA gunner destroyed it moments before it would destroy the hospital!
• The US media outlets hailed the American people with lots of fake news accusing the Serbs of massacres and other atrocities that never took place.
• The US army handed thousands of guns, from assault rifles, machineguns, light artillery and landmines to Albanians terrorist group "Kosovo Liberation Army". The same guns were shooting at the US soldiers few years later in Afghanistan and Iraq. Yes, the KLA handed that inventory to al-Qaeda.
