I doubt they rotate the list. I think they do it because they are human, can't read everything and need to pump money into more users. Which calls into question the purpose of having this extremely weighted vote reward and curation system. system.
Each whalebot is different but as I understand it, all of them are designed to maximize curation rewards whilst distributing Steem according to a set of value criteria that may be continually adjusted.
