They are mutually exclusive.
Selfdefense is not initiating violence, nor forcing compliance onto peaceful people.
Rule by force exists as a matter of course on both.

Yeah under anarchy if individuals had freedom they would be free to set up a police force. A lot of anarchists can't seem to deal with reality and want to focus on an imaginary world that would almost for sure never happen.
