The German economy is very healthy and therefore almost everybody has a job and has no reason to go to the military. Since a few years military service has been voluntary. This is why the Bundeswehr invested around 8 million Euros in an advertising campaign. They even did an original youtube series called "the recruits" of which I posted the trailer at the end of this post.
