Oh, I forgot one thing. The military does not "declare" war on any country. That's the civilians, the politicians, the warmongering despots. The military is the agent of change for those "declarations." So, the military is not the cause of the "export" of war. You might want to point that finger where it really oughta be pointed. Right straight at every Senator, Representative, and every President who has ever stood in Congress and "DECLARED" war.
No General has ever done that. No Chief of Staff has that authority. Only the Commander-in-Chief, WITH the consent of Congress can do that.
THEN, they turn to the military and say, "Make it so."
Big difference.
