Background
• The marvelous success of OPP by the legend of participatory development, Dr. Akhter Hameed Khan (late) paved the way for its replication in shape of Lodhran Pilot Project.
• On invitation of Mr. Jahangir Khan Tareen , late Dr. Khan visited Lodhran in 1999, to discuss the possibilities of replicating OPP approach in Lodhran with the Municipal Committee Officials and local activists.
• Mr. Tareen’s determination , positive response of Municipal Committee and unceasing efforts of late Muhammad Hafeez Arain resulted in initiation of Lodhran Pilot Project on March 23, 1999.

To Create sense of belonging among the communities using participatory approach to propagate the sustainable and equitable development.
Our Mission
To evolve replicable models for environmental sanitation based on collaborative efforts among the different development actors, to eradicate institutional denial of services to the poor/ disadvantaged communities.
Community owned Low Cost Mechanism of LPP.
LPP started working in Municipal limits of Lodhran City and convinced the Municipal authorities to adapt component sharing. It was agreed that MC will go for external component only which included main/ trunk sewer lines , Disposal works , treatment plants etc & the communities will be mobilized by LPP to go for their internal component which included , House toilets, House Connections, Lane sewer at their own. As incentive MC undertook to pave the streets where communities would complete sewerage at their own.
An Advance step towards empowerment of communities.
After successfully replicating the OPP model in municipal areas of Lodhran & Khanpur, LPP extended its work to rural areas and improvised its model by empowering the communities to execute all components of scheme (internal at their own & external financed by LPP). Similarly the Village Sanitation Committees were made responsible for future operation & maintenance.
Improvement in livelihood through Cost Sharing
i.e. CCBs
In absence of provisions of law, the component sharing did not work properly while supporting TMAs in infrastructure development particularly in rural areas. Though Component sharing is the best strategy & have been included in National Sanitation Policy and draft provincial policy, yet it is to be implemented in Government sector.
CCBs are important stakeholders of development as per provisions of PLGO 2001 and they have so many choices for improvement in livelihood. As LPP is a learning NGO, It has started working with CCBs on cost sharing with different local governments.

66 WES Committees trained on CLTS/ODF
66 walks of shame conducted
Formation , Registration & training of 30 CCBs
30 Street Theater Conducted
Formation of 52 Students Health Club
6 Debate Competition on ODF in Schools
18 School Teachers trained on ODF
46 villages declared ODF (in 6 UCs) by WES Committees
