I found a way for minnows to get upvotes and even earn from other's upvotes as well.
Steemfollowers.com is where you want to be if you are a struggling minnow like myself

Steemit uses all lower case letters for some reason. Try typing in all lower case.

Do you see the box with 45.55 in it. When you find a post you want to vote on you can choose your voting power for that post. Tap on it change your voting power if you want then vote on the post. The more you vote the more you get back. Refresh the page and scroll to the botton to see your voting power and your earnings. Also grab your referral link and post it in a blog so you can earn off of others votes
