I see your point that it seems like a waste but it's the author's time. Poster wise a restreem, like and link takes so little time the investment is practically nothing. I'm guessing the author just enjoys giveaways/contests.
I have to agree with @flurgx. It's like holding a competition to win a free gallon of milk. Seems much more like a scheme to get this post to earn a big payout and a possible follower grab. I'm going through this list now and I'll randowhale GOOD content... as it should be.

Not sure what it is about.. Maybe he likes contests, upvotes and resteems? If he likes to give away rando votes he eventually can learn something from that guy
