I agree with you, this is how quite many things are done. You can find little "bubbles" here and there, where a certain (small) amount of people commit strongly to a code of conduct, but even those are often fragile. In the rare event that an institution or person goes completely against this trend and shows "spine", it tends to have a massive effect, but again - fragile, seldomly surviving a lifespan longer than a lifetime. So unfortunately these seem to be outliers, proving your theory. It is important to keep this in mind, although oneself can always try to do otherwise! ;)
