now Netflix, Google, ATT etc will have to pay for what they use... Netflix has been paying the same price for internet access as me... literally they use a business account. Yet make millions a month. It's not fair to the ISP that they need to charge me and netflix the same amount when Netflix bandwidth usage is billions more then mine.

In terms of price it should actually come down for the individual users.

But doesn't this also allow monetary monopolies over bandwidth? They have to pay for it, but they can also buy all of it?
