I thought the beast was one of the Roman emperors - Nero maybe? One of them anyway which would make sense because at the time he was persecuting the early church.

IMHO, pretty much anything that rears its head as a "God replacement" or competitor, or is in explicit rebellion to God's law, is "the beast" of Revelation.
And so, (again, IMHO) EVERY human government that uses violence as a means to its ends pretty much qualifies as a manifestation of the beast...
Glad to see articles like this, BTW, raising these questions.
