The image represented a natural learning curve, and the natural conclusion of that.

You start out in a controlled environment - aka the pool (bootcamp, school, etc) and you learn the rules of the action (in this case swimming)

Until you reach a set proficiency (Grade, Evaluation, Skill) that you break through the "walls" so to speak and go into the "real" thing aka the ocean or the battle or the job interview or the real life situation.

You can drown much easier in the ocean, and there is more risk (sharks, but I mean come on - your more likely to die falling down the stairs than a shark attack) but there is much more beauty or awe in the ocean, the pool was needed - but the ocean is the goal

and notice - you can swim practically endless and any direction you want in the pool.
