What you are saying is that Governments studied human psychology, and used their research and understanding (i.e. Maslow's Hierarchy of Needs) to exploit and manipulate their citizens. @buhodehope.

Exactly, not only that, because we all use this Maslow pyramid unconsciously, think of:

• The bad series or realitis of tv
• Policies that promise easy security without saying How will they do it?
• Merchants giving you false advertising
• The news when talking to you about how you should support such a thing because it will bring you security

Children also use this but at a much less studied level.
