Personally right now, I think the best time to post is 11AM-1PM and 8PM-12PM Western or US Time.
Majority of whales, curators and influential people who holds a decent amount of Steem Power are from Western countries. Some of them have day jobs and are browsing Steem platforms during their free time. You might want to target those people.
