Musing will always upvote or curate answers worthy to be curated provided the curators are in support of such answers. The answers provided must be explicit and contain quality write up about the question asked.

Sometimes there times musing will have to stay mute or rest for a while just to gain more voting power and this sometimes makes users think they ignore their answers.
Also, the curators mayb few and they are doing their job according to the rule capability. As human we aren't meant to be perfect in everything. Sometimes the curators might have forgotten to leave the required upvote on such posts or they might think they've done that.
Also some posts are ignored if it doesn't obeys or conforms to the rules of musing.
