Most of the curation resources of musing.io goes towards curating answers. I am not even sure how you reached the conclusion that musing does not curates answers.
The fact is that musing DOES curate answers. Another fact is that musing curates quality answers. Frankly not every answer or question is worth upvoting. If somebody says otherwise then that's just the sense of entitlement talking in them.
The other thing is that even amongst the answers that are worth curating, only the best answers will get the upvotes. The criteria for getting an upvote is a complex combination of factors. The answers and questions are rewarded based on their relevance, quality, detail, language/grammar, etc. These are all criteria that the curators have to look for in an answer before awarding any upvotes.
