I would argue there is an under the age limit. For example, YouTube's TOS doesn't allow a child under the age of 13 to have a YouTube account without a parent's permission and that seems reasonable to me for blogging. Most children have trouble understanding the world and about their actions having consequences. A young child might unwittingly give out too much personal information in a public blog that can be used by strangers, putting themselves and their family at risk.
