People sometimes build Instagram accounts with massive number of followers only to later sell it. It's sort of a form of business for certain groups of people nowadays. Is it legitimate?

It is not illegal but is grounds for termination and suspension of the account, if proven guilty.

Depending on how the account is used, most likely for fraud or public deception, then at that point will one's action be illegal. But as to the matter of selling, the only thing that Instagram can do is to remove the content, suspension and/or termination of the account in question.
No in my opinion I don't think it is. Furthermore, there are no laws that ban prohibit the sale of any social media accounts whatsoever. As long as the account wasn't stolen or hacked and there was a formal agreement between the two parties(buyer and seller) then I don't see any reason why it should be illegal.
What might be illegal is impersonating the person that sold the account to you though. People tend to use ploys like that to scam people into doing rather unscrupulous things so if you actually want to sell your Instagram account then be sure to know why and what the person that's buying it is buying it for.
No, It's not illegal to sell your Instagram account or any other social media account BUT its against the TOS of Instagram and if they manage to verify that the account was sold they could take action against the account but this has happened so little that people sell their accounts without repercussion most of the time.

OK there is no laws that are put that makes selling social media accounts illegal , However when you create an instagram account you agree in the terms of services that you do not sell you instagram account, Thus the question is, Is violating terms of service illegal.
Despite terms of service (TOS) being a legal agreement between instagram and the user.it is of a minor violation too minor most sites and places i visited to check it is against the law states that it is not illegal. If the service provider fails to meet the terms of service there should be a compensation from the provider. For example warranties, which repairs or even replaces your product anew if the product fails before a period of time. Whereas when you violate the terms of services you can be given penalties from the producer of the service or the product, which can be reinforced by court.

Also, anyone, except businesses and folks WHO have the authority to make Instagram accounts for his or her staff, don't have the permission to make accounts for others.
So after you sign on for Instagram, you comply with not sell your account, however the violation of ToS isn't subject to any variety of legal violation.
Therefore, even though you act and sell your account, you may not be violating any legal codes.
