The ice looks like that because it's bewitched water. A magician stopped time temporarily to deal with a minor situation, but he was so distracted that when he lifted the charm he forgot to unfreeze the water, so the effects are wearing off slowly.
The holes are not from animals but are actually from a little boy, who sneaks into the park every night with a penknife and whittles away. He wants to make a little house inside the tree for a family of mice to live in, but he's not sure what size doorway mice like, so he's added two, one bigger for the adult mice and one smaller for the children. He hopes that one of these nights he'll go to work on the house and find that they've moved in. Then he'll know that he did a good job.
