It was sort of a question ... perhaps not that clear, as it was written as a statement, just followed by a question mark instead of a period. :-)
Sorry. Absolute not a public road, the road have no connection with other public roads. The road will be used during the construction period. It is a good quality road dimensioned for heavy transport with weights up to 80 tons.
