I think the personal interest is the key factor. If a guy who is happy stacking stuff in shelves or cleaning toilets he has not incentive to go and learn calculus. I think is the where the education system is wrong they all are focusing and forcing us to learn the HOWs, but rarely focus on the WHYs. I do believe that we all are capable of learning, but do we want to learn that particular skill is the question.
The system thinks that inorder to operate a computer the user should know how the processor and electronics works. 🤦♂️
Without the will the way is just too difficult.
