So it's been KILLING me haven't been on for 3 days because i am trying to get my power up to 100% looks like its stuck at 45% hasn't gone up i the last 24 hours at all :( what am i doing wrong ?? anyone ? anyone ? bueller ??

Have you upvoted anything at all in the last 24hrs?
If so, that is the reason.
If you stop up-voting, it can take up to 5 days to reach full power again.
My advice: your up vote isn't worth all that much. In fact, you can check it at http://www.steemnow.com and put in your user name. Currently, if you were at 100% your vote would still only be worth 0.01 SBD.
Until you reach approximately 500 Steem Power, you can't modify your voting power on the fly with each vote. So, until then, don't worry about your voting power and recharging. Just Vote away and use it to gain friends. That will be way way more valuable to you. Then in a few months or weeks when you reach 500 Steem Power, you can start being choosy with your voting power.
Hope this helps. This is new to me too. I've just discovered these things in the last couple of days.
