This one is absolutely asinine.
It's over-regulation to protect businesses, plain and simple.
There was no crime committed. There was a regulation broken - an onerous OVER-regulation).
This is a form of extortion, not a fine or penalty for a crime.
A woman in her position can't afford the licensing. That's the point, of course.
The only way this could be an actual crime is if someone was harmed. If she sells food and someone gets sick, then a crime may have been committed.
I'm just ranting because this idiocy pisses me off. Doesn't happen much, but this is one of the many reasons leaving US Inc is a very worthy consideration.

I hear you mate. It seems this kind of nonsense is getting worse and worse. I think these kinds of things were one of the reasons that people voted for Brexit here.
