I agree with @joanaltres - a slap on the wrist....a friendly reminder....but then I wonder if we have all the facts? Has she been "warned" before? And who would pay for medical if someone got sick or parasites? (ick) Sometimes a gentle hand of the law works better than a hammer. Common sense doesn't have to be ruled out totally.

According to the article she has not been warned before. Apparently there were others who were issued various warnings but not the actual lady in question. I understand the need for food safety but I think criminalisation here is the most insane part. Nobody became ill or was harmed. If she had the right "permit" there would be no case.
