Regarding the comment about poor people not having bank accounts, there are prepaid debit cards on the market that can receive direct deposits just like a bank account can. I don't know how many Americans use them, but they do exist. I wouldn't be surprised if a UBI scheme wound up issuing such cards to people who needed them (which would probably aid the biometric collection).
