I don't believe that this would have created a nationwide age of consent of 12 years old, because the state legislators have always decided what the age of consent is to be in each state jurisdiction. It looks like a fragment of a law pertaining to prepubescent children similar to that of Jessica's Law that was ratified in Florida so many years ago for the purpose of protecting small children against sexual predators like John Couey. I will read the report again in its entirety to be sure.
