I was temporarily living in China until just after Chinese New Years. Once I got my residency permit, local bank account and the works I found myself tied into the existing social networking system though to a lesser extent than any citizen will be when the citizen rating system goes on line. Eerily the preliminary infrastructure is essentially there. Already your information is identified to your phone, your messaging is monitored, your movements tracked, your access to services (e.g. visa, banking, internet) regulated based on your online behavior.
