Insurance shouldn't be about discrimination. It's insurance methods like this that ruin the whole concept of "Insurance" for society. These discriminatory types of denials of insurance SHOULD NOT BE ALLOWED.
In fact, they should not be allowed to charge 18 year olds higher rates - that's guilty before the trial.
Let them drive and if they fail, then charge them more.
Any additional Insurance charges off a national base price should be based on your driving record.
...and Insurance Pooling should even be forgiving for people who are in a lot of accidents, because you just never know what's going to happen on the road, a string of things can happen in a short time period, eg. Four Hail, Deer, Ice Storm, Snow damage incidents in 4 months, and not a lot you could do about it, just bad luck. This is supposed to be what Insurance is about.
If someone has serious points on their licence, yes, Insurance can be concerned, that's because this is proven guilt.
...but "Insurance" needs to get back to Insurance Pooling and serving The Public, and away from this for profit motivated avoiding people and not providing The Public a service.
Insurance probably shouldn't be a for profit business.
