I think one reason that the FBI declined charging Hillary is due to the widespread law breaking & knowledge of lawbreaking regarding the email scandal.
The list of involved might have included most of the Fed govt, resulting in a larger crisis.
By failing to take the medicine/ pull off the band aid and clean house, however, sets up a "too big to jail" precedent, to add to the "too big to fail" problems resulting from the banking 2008 crisis.
We are going through "Peak Fiat", get ready for "Peak Law".

FBI is too scared to go after her due to political fall out if they fail to successfully procecute, or
FBI fears that too many others, including themselves, will be involved (no clean person in govt left standing), or
They want to keep the data found for blackmail/ control, or
No courageous people left, or
???
