Why Protests in Portland are basically shooting galleries for Roid raging cops to get their jollies off while using citizens as target practice.
I'm absolutely not exaggerating this, police officers get away with using protesters as target practice on the regular.
I know this sounds extreme, but let me walk you through this.
The officers assigned to crowd control duty in our city are called the RRT squad. Rapid Response Team. I like to call them the Rabid Response Team.
These guys are affectionately referred to as The Riot Cops by the Locals.
As part of the standard gear for the riot cops they have a helmet that's outfitted with a lexen or polycarbanate face shield. Manny of the RRT Squad officers also wear tactical Black Balaclava face Mask. Either of these things or both, serve to obscure the public's ability to identify who these officers are.
I know what you're thinking, But what about police being required to wear name tags?
Here's the thing about that. Portland police Bureau members are required by policy…… to wear a name tag on their outer most garment.
Sometimes this is a teeny metallic name plate on their shirts. Sometimes it’s a patch on the outside of their Riot Suits. The font size for the lettering on the patches are to damned small to see at more than 9 or 10 paces.
Also, if the Cops happened to have a less lethal weapon slung over their shoulder the strap of that weapon hangs directly over the name tag. So of course, the officers using these weapons have a convenient way to hide their identities.
This, in effect, makes requiring officers to wear name tags and patches completely useless for public accountability of their police work.
Most of the video evidence captured by the public of police using these weapons is captured on crappy cell phone videos.
Good luck trying to make out the name of a police officer with all these obstructions preventing you from knowing the officers name.
Good luck trying to make out what a cop looks like while they're wearing a black ski mask through a reflective Face shield attached to their helmet. Mind you, these videos are Shakey as hell.
Good Luck capturing videos of officers that are worth anything to investigators of police abuses. Imagine this, people running breathing OC Pepper spray.
Imagine a crowd of people, some of them are running in all directions, while flash bangs are going off both over your head and on the ground all around you.
And lest we not forget, the CS Tear Gas powder floating through the air making live stream videos pixelate. These Videos are Seriously bad! The video quality Looks like an Old Ass 1980s VHS movie you found in grandpa's garage.
Here is the final nail in the coffin of anybodies complaint against a police officer who attacked them with one of these Weapons.
To make an official complaint against a Portland police officer you have to go through something called the independent police Review.
IPR cannot make a complaint stick against a police officer unless you get the cops name.
If your complaint doesn't detail the officers name.
IPR is mandated by the police union contract to Halt any investigation at that point.
They end up sending you a nice form letter explaining that your complaint is unsubstantiated due to not being able to ID the perpetrator of your assault.

I know all theses things to be true, because Ive been filming protest events in Portland since 2008.

Name tags are ineffective in crowd situations.
Every helmet should be uniquely identifiable at a distance.

It seems reasonable to amend the policy so that police ID is visible at all times during active duty at a distance relevant to observers of nominal vision.
Have you considered undertaking such a political endeavor?
Unless we can hold bad actors accountable, bad actors will be unaccountable. That's the fact.
