Depends on the culture of the ISP corporate sector. I think the issue has been overly exagerrated. Most countries don't have NN legislation, yet the internet works just fine.
Countries who that have active government involvement in the internet are: North Korea, China and many Arab countries.
So I ask you, is it really such a bad thing to get rid of the government from the internet.
And even if the corporations decide to screw people over with tailored web packages, that will be the wake-up call for people to go into decentralization even more.
At the end of the day it's a massive shift towards libertarianism either directly or from a reactonary perspective.
Relying on the government is never a good idea.
