I just wrote a post about this too and the explanation is quite easy.
The European power net normally has 230V at 50Hz.
This 50Hz fluctuate of course. Sometimes it might be 49HZ and later again 51Hz. On the long term, it's 50Hz average.
Clocks that calculate the time based only on the 50Hz average had some problems because the average since beginning 2018 was below 50Hz caused by power shortages.
So the reason for this is not as complicated as it might look at the first sight.
