What are the implications of this? Did China just have more destitute citizens thus bringing the initial numbers up? Or have they actually done a better job than average at rectifying and resolving than the rest of the world? They are certainly an outlier here causing a skew to the data but why.

That is a good point. The rapid rise of China (compared to other nations) would also skew the chart somewhat.
