Yup. Or at least parts. If you have regions run mostly on fibre networks then you don't have as much to worry about. But most geostationary telecommunications-satellites that we work with are not very well protected against larger solar flares.
So this is something one would have to consider when people get hyped about the idea such as the "Bitcoin satellite service" announced by Blockstream earlier. One ought to be careful when building infrastructures or systems that rely too heavily on these to function 100%.
