The state of Kansas requires an extortion fee to acquire permission (a permit) to engage in charitable endeavors such as feeding the homeless, and they think that a lack of a permit justifies obstructing voluntary interactions and committing destruction of property. Ahh yes! The wonders of Statism and imperious central planning!
