Yes. Both are affects of society, rather than some kind of objective morality. Each of us imbibes our culture and ferments it in the bowels of our subconscious. Clever manipulators seek to create through that process factions that will pay them rent for their power. Others seek to tap or devour those streams of income, and dies are cast, lives are lost, hearts are broken, and families spawn the next generation of players, ready to sip or guzzle the ideals and mores of the communities they're born into, per their natures.

We are availed of examples of people that do both, such as Roy Cohn, or Jeffrey Dahmer. Were those traits structural components of people that were built in at birth, such contradictions couldn't exist. Since they do, we see that they are cultural constructs.
