There certainly are folks sitting back and keeping an eye on things. Revolutions are notorious for being effected by ~10% of populations or less. I am confident there are a lot of folks awaiting some significant act or government response before they are motivated to act, because that's human nature.
Why would government backtrack? It has given a little, but that's not been enough, and you're right that they won't, because they are on this path for reasons and those reasons haven't changed one bit. Either the French are going to effect the changes they need, or they are going to remain needy.
