I dunno. Professional intelligence folks are trained to be duplicitous; that's part of the job. It could be that those Russian hackers - the "Shadow Brokers" - hacked into a honeypot set up by the NSA. Remember, there's been widespread speculation already that "Guccifer 2.0" is actually a group of Russian pros employed by either the FSB or the Army. The NSA must know of that speculation.

Given how intelligence pros work, I could see them setting up an "Elastic Project" honeypot to see who dives in.
