It really does look like something is jiggling around down there and it doesn't look like it is a wind nor does it look like it was caused by the camera angle.
There have been a couple of videos regarding this and it is pretty hard to put know for sure but something must be going on for there to be so much controversy around it

I agree! Don't force Transgender same sex bathrooms on us here in the USA and then hide who you really are.
