Yes, you can upvote your comments, but that doesn't mean you should, as it is rude. I will also downvote them if I think they do not deserve the reward. I normally don't upvote those who upvote themselves, but if their comments rise above others' and provide nothing to the conversation, I definitely will.
Since it is my blog and my comment section you will want to follow my rules lest you want to get downvoted instead.
