It has been 13 years since I started One Piece. Me and my friends have since had a lot of conversations about the end of the manga. We then developed a theory, which is shared by several people on the internet. I decided to summarize it here.
To all One Piece lovers
A LITTLE CONTEXT
In the world of One Piece, men have forgotten a century, it is the period of the Missing Century, dating back 800 years. The truth remains hidden, known only to the members of the Council of Five Deans of the World Government and the crew of Gold Roger, King of Pirates.
For the simple individuals in search of knowledge, only subscripts scattered throughout the world and written in a forgotten language remain: the Poneglyphs. At present, only one man has managed to discover the truth: Gol D. Roger. It is still unclear what really happened during this period, but one thing is certain, a terrible war unfolded.
THE ONE PIECE
Now, we have to think about what the One Piece is. It's a treasure, yes, but as Jack Sparrow says, "not all treasure is silver and gold". And if the One Piece was a new ocean, an expanse to connect the four seas, a perfect space to navigate, trade, trade.
But destroying these lands turns out to be a very complicated task and would lead to catastrophic climatic, marine and ecological changes. For destruction, it's easy. Since the beginning of One Piece, there is mention of weapons capable of "destroying the world". These are the three Ancient Weapons. For the rest, time should be his business.
DREAM, TIME AND WILL
Some things have a special aura in the world of One Piece: the Dream of Men, the passage of time and the inherited Will. "As long as men aspire to know the meaning of the word freedom, no one can make these things disappear", as the King of Pirates said. A kind of trinity, a motif that is constantly found in the world of the straw hat.
Dr. Hiluluk dreamed of creating a potion that could cure all ailments. If she failed for 30 years, Chopper, her disciple, inherited this will.
Zeff at the Pieds Rouges wanted to find All Blue, the Legendary Sea. For years he searched for it without ever finding it. A fantasy that he transmitted to Sanji.
Tom wanted to create the best ship, but he did not, but gives that to Franky.
The list is still long and you can have fun counting all the characters that share these three elements.
GOL D. ROGER
The story of the Pirate King also shares this pattern. He would have inherited an old will, dating back 800 years. The King of the pirate is indeed the only one to have reached Raftel, the place where is the last of the Pégéglyphs. This is where he would have learned the truth. To know that during the Missing Century, an Old Kingdom wanted to create this ocean to unite the world. Hence the creation of the Ancient Weapons and the war that followed.
Everyone knows it, but the King is dead on the scaffold. Out, as shown in the scans above, he was waiting for someone to convey this will. That's why he launched the Golden Age of Piracy. And to judge by the interest of Whitebeard for the D., one can say that this someone would be a D., as in Monkey D. Luffy ...
LUFFY'S ULTIMATE ROLE
As we hear from Mrs. Shirley's mouth, Luffy will destroy the fishmen's island. But we can not imagine straw hat destroying it shamelessly. Except that the fish-men's island is right below Mari-Joie, the World Government Center. If Luffy decides to fuck up the entire Government, which is likely to happen, the Isle of Man-fish would be a collateral damage.
By creating this new sea and destroying the government that is imprisoning the world, Luffy would reach his dream. He would be the freest man in the world, the lord of pirates able to go wherever he wants. His crew will also reach his dreams: Nami would map the world, Sanji would find All Blue, Robin would discover the history of the Lost Century, Brook could finally find Laboom ...
CONCLUSION
There was the Old Kingdom who wanted to create a new ocean with the Ancient Weapons, which did not please everyone. They lost the war but left some traces. 800 years later, Gol D. Roger inherited this will, but being dying, he tries to transmit it. It is Luffy who will take care of this vision, ridding the world of the World Government and creating a place of freedom to navigate anywhere.

I read and heard of similar theories and actually believe that this is true even though it won't be this simple as Oda never writes a story in such simple manner ;D
