Just search google. When you try opening the account and you get to that page, the link to the official DUNS site is there. Best thing is to go to their physical office I think around Maryland if you are in Lagos. Second best thing is someone abroad should run the application. Everything you need is online. Just search like you are looking for solution to your bug
Its not about organization account, its about the policy you violated. I think I had an issue like that, all payment for certain type of goods must use google pay except for ….. I can't remember the policy sha, just check and do some research. Organisation account won't solve the problem. I have both an individual and pending organization account so I know that might not solve your problem. I open to corrections though
what xcode version are you using???
once u set stale time, it will remove everything from the cache once that time has reached
