I would say that a smaller delegation for a longer period of time would be more useful. I see that @lynncoyle1 commented about how she got a delegation from @abh12345. I have been another person who has been blessed to receive a delegation from him and it's been incredible useful over the last month to be able to give larger votes. Having a large delegation is nice, but I think there's more pressure to use it on self-votes since that opportunity will be gone soon. If you're trying to promote community engagement, I would say smaller delegations for longer periods of time.

For what it's worth, abh12345 runs a weekly contest on engagement (and curation), but you can see his numbers for how people engage. There are a lot of worthy and underrated candidates there who might be a good fit for what you're trying to accomplish. Full disclosure, I am on the list, but this isn't a solicitation.
