If you have a US paypal account, you can create a Coinbase account, and then buy some Bitcoins using your Paypal funds. and then transfer Bitcoins to Poloniex, then buy Steem using Bitcoins.

If you can also buy Bitcoins via Paypal from LocalBitcoins.
