This is an interesting question as it relates to the Philippines, where there just may be fewer venture capitalists or entrepreneurs overall than may be obtainable in other locations. Too, the internet space isn't fully evolved yet in the Philippines accounting for fewer internet Philippines-based outlets focused on crowdfunding. However, there are ways to find venture capitalists or angel investors in the Philippines using unconventional methods and i will highlight some of these ways.
It is important to establish that it is still possible to connect with these ones online but it is quite hard. First off, mainstream crowdfunding platforms like kickstarter, indiegogo etc may not cater to an audience located in the Philippines. Gofundme for instance, which you can also use for crowdfunding and which i have used, doesn't have 'Philippines' on its list of eligible countries, meaning that you will need to entrust 'raised funds' to a beneficiary located abroad in a country that is eligible, making your crowdfunding endeavor a hassle. Too, on many of these platforms, it is difficult to rank your crowdfunding proposal to where it becomes organically visible to a large audience. For the most part, it offers a convenient platform to process 'donations' on and takes fees. You will still need to do the hard work yourself or looking for backers to your projects.
One can have crowdfunded on Facebook for instance but again, 'the Philippines' isn't eligible for such feature.
Highlighting all these is important to inspire you to try unconventional ways of crowdfunding and these are some of the things, i have discussed in my video above.
At a time when there was no internet, a method of finding a venture capitalist or angel investor was 'meetups'. This is a method you can still apply today. Using the internet, you can find such events and join, then physically meet with venture capitalists to pitch your project too or outright make friends with one. Another way to go is, find a developer or programmer and create a connection, then team up. Crowdfunding isn't always about 'funds', it can be about 'the crowd' too.
