Steemit is still in beta, so I would expect the rules to change frequently. Also, I don't mind the last hardfork at all. One particular person found an exploit with the mining algorithm, and dominated the mining for days. Also, the minimum vote weight eliminates vote spam. The spam votes didn't even earn any curation rewards for the perpetrators anyway. We need to take steps to ensure the blockchain doesn't become bloated with worthless transactions.
